for a 4x4 space the best led light is a lumatek 465w PRO. They cost about £650 / $850 dollars

No budget means one of three things:
1. No money, so whatever is cheapest and will barely do the job
2. Haven't thought about budget, so may be in for a rude awakening
3. No budget limits, so will buy the best no matter what cost

If you don't have much money then get a 600 watt HPS bulb and a digital ballast and save up your money after your first harvest and work your way up from there, we all have to start out somewhere 
I suggest two of these, the 3100k, 370 watt. Not cheap, but high quality and high efficiency with a spectrum developed by growers.
Be sure to select AUD or US dollars in the upper right corner, it makes a difference.
