I would suggest starting off with the 250w in the 3x3 tent and growing 2 plants. When they get larger, move your plants to the 4x4 and use a SINGLE 400w. See how hot things get and adjust your ventilation needs accordingly. If you need more light as your plants get larger and you can properly ventilate the closet, add the second 400w light.
