Get sand paper and rough up the surface of the plastic really good and the paint will stick. For a little more money you can buy spray paint made for plastic but it's still a good idea to rough up the surface first.

In addition... a primer is good to use before your paint coat.

In your pictures I assume the netting is to help support the plants in flowering?

BTW this has a lotta good info for a newb like me!
