With CFLs, you'll want at least the 23 watt ones, and you'll want several. They generally come in two "colors," blue (aka, daylight, cool, but in the 2700k range) and sort of orange-ish (aka warm, soft, but in the 5000k range). The blue ones are what you'll want to veg, and the orange are what you'll want to flower. You'll want to cram as many around the plant as you can, and keep them as close as you can. I often sacrifice a few small leaf burns to get them as close as possible, especially in flower. They can produce a good amount of heat too, but good airflow keeps them cool.

As for soil, I've been using Happy Frog without issue, but I've heard good things about many others as well.

Cheers!

A good rule of thumb for CFL's are at least 100 watts of true cfl wattage. which would be 23watts for your walmart brand. So that would be at least 4 bulbs. I run 9 myself.

I was thinking about using 4 40 watt cfls would that create to much for such a small area
Where ya getting 40watt CFL's? No it wont be too much, but you will still need ample air circulation regardless for plant health and cooling.

And you do know that the equivelent rating of the bulbs is BS. It goes by true wattage. A 100 watt equivelent CFL is ONLY 23 TRUE watts.

Soil: 40% Fox Farm Ocean Forest, 40% Happy Frog, 15% Perlite and the remaining 5% a mix of dolomite lime, bone meal, blood meal and worm castings. That will get you through the first 4 weeks, no nutes required during that initial 4 weeks. Good luck.

If suggest a GO Box from general organics. Is like $50 and has enough of everything to get you up and running.
And, it's organic/veganic.
Cheers!

it's often better to have many smaller bulbs compared to one large cfl. You need them as close as possible, hard to do that optimally with one large light. And black lights? Nah. Nonsense. If you could squeeze in a decent LED panel with a couple cfls, that'd be more efficient.
