30% up genes?

As kgp said, GG#4 is a great bet, I would also say that Chiquita Banana (Also sometimes called Banana Kush) routinely tests above 30%. Here's a test at 35.67% http://sclabs.com/sample-detail.html?id=99855, that test doesn't have a terpene profile but I've seen it terpene tested often at it averages 25-35mg/g terpenes, and it's usually high in Limonene and Myrcene and Caryophyllene, which is a pretty great combo if you like deep body highs.

I can see why this guy needs super potent pot. The world is full of flakes and they try his patience all the time! And I am one of them!

I got nothing on 30 or whatever percent seeds but will say it is the effect the smoke has on you not what a lab says about your pot that really matters. Sour Bubble from BOG is supposed to be a real easy 20 something percent thc strain so a good pheno would likely hit close to 30 I think. Most important it has a rep for giving a potent top level stone from a bunch of stoners.
