Can you describe your watering practice? How much, how often etc.
What's your light schedule?
Is it an autoflower or photoperiod?

And since when do you count 3 weeks?
Personally i don't count the first week when she pops out of the soil and has only cotyledons. I only start counting from the first set of true leaves.
It looks healthy, maybe slow but let it be, i think you're doing ok so far. She is still developing roots, and depending on the soil and watering practice, the root development will vary.

Do you have drainage holes on the cup bottom?
If your soil is wet, now let it dry for few days. Then next time water around the stem, at the edges of the cup and keep the middle dry. Water until you get few drops of runoff, and let the soil dry for about 5 days before watering again. The roots need to go deep and wide searching for water. It's better to water rarely but thoroughly, instead of watering too often. If your soil seems to repel water, do it slowly with a syringe.

I would also try lowering humidity to 60% and raise the temps to 77-80F, with leds you can go a bit higher temp. At this stage i like to use small USB or PC fans to blow a gentle breeze on her, let it wobble slightly for a stronger stem.

I also suggest raise the lights a little bit and let the nodes stretch a bit, if it's too compact it will be harder to train the plant.
When the wider leaves reach the edge of the cup, you can repot.

I usually water when I feel the soil dry but I did have it in a 5 gallon about a week ago. And my tent is a bit small the lights are as high a

I water when I notice the dirt is dry. I had it in a 5 gallon a week ago then moved it into the solo cup and let it dry for that week. My lights are hugging the top of my tent wich I guess is too small. Is it possible to let it soak up sun and then move it inside for the rest of the 18 hours.

Mars hydro do good leds at a reasonable price. Any quantum board with Samsung leds & half decent driver.
