looks like its doing fine!! dont worry much about that strech, when u transplant into its next pot u can bury the stem up to the first set of leafs. Just make sure it dont strech anymore. What light u using?? how close is it?
Im using a 26w cfl and its about 6 inches away. When should I transplant it? Should I do anything to the lighting? If so, when? And how big of a pot should I transplant it into?

You will need more light. Atleast a few 40 watt cfls.
But right now you could just get another pair of 26w.
You should transplant it when there's lots of roots at the bottom of pot, you can check that out. As you're growing with cfls, the plant will be smaller so a big pot isn't necessary, 2-4 gallons should be good.

Rule of thumb is 100W per plant, but that depends on how tall or bushy it becomes. With CFL's you can't over due it and your best to surround the plant with them. No more than 2 or 3 inches away or almost all of the light penetration because obsolete. Also for 3 weeks it looks a but under developed... Did you just water before the pic was taken? For that size of plant and pot I would only water once a week or when the soil becomes quite dry (your plant will tell you when she's thirsty by looking a bit sad).
Light is conducive to vigorous growth! Get more CFL's stat! And get em as close as possible without burning 'her' or your wasting your time!
