im in 2nd week of flowering and ill i have is like 4 hairs in each node. when will them bud start comin it?

depending on the genetics some come on strong with big buds and some take longer. they will come in...are they more sativa leaning?

under the sun you have no choice. a little patience should be rewarded in due time

My indoor buds by week 3. Outdoor, depends where you are I suppose. Remember, it's the exposure to about 12 hours of light that triggers bud development. Are you still getting more than that where you are? I also have a few outdoor and they are starting to bud.
