How do you know?

If it was don't you think it would already be happening. I myself have found like 10 sources for RC's openly listed on forum discussions, granted some of them are email only but some are fairly prominent suppliers.
As well the companies have to be indicated in knowing people were using these chemicals for human consumption,(ie. the product must be sold or manufactured for human consumption) in 2004 the ones that were taken out were ones that were mainly selling the chemicals as cheap legal highs.
Its clear that it was a number of issues, these drugs showing up on the streets, the publication of shulgins work, a few deaths and ods, and the legally questionable advertising campaigns. I mean when someone wants drugs they may do a google search, and end up on a site that sells these drugs, bamm. And do you think the DEA doesn't have people trolling google, or other sites, even public forums to find information, they certainly do, but as I said the talk on the public forums wouldn't, if I may take some creative license, ignite an investigation, nor would an investigation be burdened by it.

True! Openly submitting your email for drug resources is a big NO NO... no matter how much your trying to help a person out!
