Get those lights closer. They look to be about 5 or 6 inchs from the tops and can be even 1 inch away. Also the leaves look to be wilting a bit so maybe less water. Cfls won't get hot and make the water evapourate fast so if you over water you have a chance for root rot.
As long as you check your girls out every day you don't need to worry about under watering.
I'd say once you get those things done, keep it 24h light for a week and tell us how much they grow..
I'll bet they double in size at least

So they are now 31 days old 3 days into flowering. How do they look? I have some close ups on new growth but dont think it is anything to tell the sex with yet.

Plants will often "pre-flower" at about 5-8 weeks, depending on the strain. I usually knock the light back a couple of hours to coax them along at about 4 weeks. From 18/6 down to 16/8 is usually enough to get them to think about flowering without actually sending them fully into flower. Bump the light times back up and veg till you are ready.
