Idk but I say fan on 100% of the time.
I ain't no expert on hydro I'm still trying to learn. But if you have nutes in that barrel and a grow light in the area you probably growing something . Sounds like a smart answer but I'm serious it is probably mold. Your res needs to be as light as possible .

Keep the fans on especially during lights out keep the air moving that when mold happens. About the mold it may be cause light can penetrate through your res tank its growing algae.

plants breathe thru their stomata's or leaf pores
you lock then away at night with no fan
gas builds up around the leaf like a mist
choking the plant
this is a very unnatural state for any plant
a small pc type fan weill offer a little breeze that blows that shitty O2 away
allowing the stomata to vent
