2 quick questions!

Picture 1). Is this looking like it's over watered? The soil was very damp and I haven't watered it. I transplanted to an 8litre pot yesterday.
Picture 2). Are these preflowers? This is my first proper grow and I'm not quite sure, these two plants are 2 weeks and 1 day old.

No those are not pre flowers. The seed may need more overall nutrients or cal/mag. Not sure about too much water.

I've seen Calcium and Magnesium being mentioned, but how would I apply said elements to my soil? Is it liquid form or will I need things like perlite etc?

You can use a water soluble cal mag supplement.
Did a quick google search and it just came up with health related supplements. Is there any chance you can link me to something suitable? I live in the UK so shipping is a small issue. Thanks.

Head down to the nursery mate, and get any all round plant feed, and use a little less than the bottle tells you, then once the plant is a wee bit bigger use correct amount..that will do the trick

I would do 1/3 strength nutrients to make sure it doesn't get burnt. I like Botanicare brand for cal/mag+ because it has iron as well (the +) which can sometimes be needed with coco but always great everywhere.

Then use straight water the second time. Also do you use tap water? That will cause deficiencies because of high calcium, iron and chlorin/choramine. If so use nutrients for hard water and either use Prime to de chlorinate or let the water sit a day or two without a lid.
