2 Orange Hill Special Plants (1 not good , other one is okay) should I toss the sick one?

let me start by saying thank God for this site and the knowledge that I have learned so far. This is my 1st grow and i know I have made mistakes (started with 5 plants, down to 2) but I need to know if i can save this plant.

I have 2 Orange Hill Special plants in flower for about 2.5 weeks. One of the plants has always been sick since it was a seedling but it has grown and continues to grow but it has always looked a bit sickly. The leaves have always been curled under. My question is since it doesn't seem to be producing any buds, should I just toss it and work on the plant that is doing okay or is there any chance of this sickly looking plant to produce some buds? Has anyone seen a plant do this before?

The one with the leaves curling under looks like some N tox or maybe excessive salts built up in the soil,feed it plain water to runoff and give it a few days to come around.

That was my next plan , to flush it with RO water and lay off the nutes and leave it alone for a while. Thanks for your reply!
