2 1/2 week old plant looks rough, help

Hi guys, this is my buddies plant, its looking a little rough, any ideas on why? what to do?
As well as when do i transplant? and what type of soil to transplant into ?

Put it in seedling soil water lightly, what light do you have? Stunted looking it is.

Started using a 5000k 100w CFL, we have 2 plants under 5000k 100CFLs, mines looking perfect and we've been doing the exact same to both plants. Now we added a 3000k 60w to each plant
