A light mover can help cut down on electricity bill, one light becomes two or three by square footage. That frees up a few amps for you.
A light mover used to reduce the number of lights used will just spread yield and make for more trimming. You are better off not using movers to reduce the number of lights used, rather use them to spread the light more evenly.

Is 4000 to much for a 200 amp service and panel switch in Michigan
All depends on the work that needs to be done. Every situation is different. That said it might be high unless the service entry run is difficult as mine is. My disconnect is outside by the meter and the service entry has to go through my attic to the panel in my garage. This makes it more work than if my panel was just on the other side of the wall.

That sounds extremely expensive. If the service lines are already to your house and dont need to be changed, then all that would need to be done would be new meter(usually supplied by your power company) and new panel. Now if you have your meter at a remote location and wires have to be run from there to your panel then i could see the cost getting up there. I would get a few quotes from different companies.

Nothing is cheap these days unfortunately, especially if you don't know a guy. Post on Facebook that you're looking for an electrician, bound to know someone who knows someone. I'd definitely get at least one more quote, preferably two. Couldn't hurt. Just make sure they're licensed and insured, you don't want some apprentice coming in moonlighting. Electrical work definitely isn't the place to try to be cheap.

I’m in Michigan, I paid 4K to the power company for new drop to my building. Most of that cost was boring under ground. I did all the work myself but had a lot of cost in material, I can’t say for sure but I’d say more than 2500 in materials. Your cost might not be as high since I rewired the whole building.
