I would get the 300 watt bulb the buds alone will be better really an hps is the best you can get one for $120 for a 400 watt and it comes with the bulb.

He took you! For real though a cfl bulb has a ballast built into the base of it. He gave you a mh or hps ballast probably and a cfl bulb.

It just wont start most likely due to the watt difference, Spend $250 and get a virtual sun system includes everything, cheap and decent.

Wrong again. Really, stop giving advice. CFL bulbs have ballasts built into it. You don't need an external ballast, just screw it into the socket it's designed for and plug it into the wall. That's it. External ballasts are required for HID(high intensity discharge) lights like Metal Halide, Ceramic Metal Halide(requires magnetic ballast) and High Pressure Sodium.

Really though, IF you don't know the answer. Don't reply, spreading misinformation does nothing but harm the forum. Yes, ryan1918 I'm talking about YOU. Just about everything I've seen you post has been WRONG.

A compact fluorescent lamp (CFL), also called compact fluorescent light, energy-saving light, and compact fluorescent tube, is a fluorescent lamp designed to replace an incandescent lamp; some types fit into light fixtures formerly used for incandescent lamps. The lamps use a tube which is curved or folded to fit into the space of an incandescent bulb, and a compact electronic ballast in the base of the lamp.
