I would get some perlite and a 3 gallon container(minimum) and transplant it. Watch close during the next week or so for shock. I think you need a little more drainage in the soil.

do you have a way to get a pH reading? what type of water have you been using when you water?

If I was going to use a single light I would go with the LED about 15"

looks like some sort of incandescent bulb.

Incandescent bulbs give of very little usable light and get rather hot. Not recommended for growing at all.

I would raise that led up and ditch the 40 watt bulb.

The highest I can get the led right now is 10" away.. would that be okay?

I think you're best bet is to find a different area where you're going to have some headroom for the plant and light to be raised.
