Only time three phase is more efficient is when primary loads are three phase devices. This generally means larger motor loads, typical to industrial applications.If I wanted to run about 180-200A@240V two phase, would it be better to do it via three phase?

Split phase is inherently better suited to the grower.
In some very large > 50 ton operations, three phase service is used for HVAC and a split phase service for lighting.
