led lights tend to do that during veg. Check out a cmh 315watt vs an led in veg. Crazy difference in results. CMH creates longer node spacing for veg (similar to the sun) while the LED is best for creating denser spaced nodes (which is why lots do cmh for veg and led for flower now)

yes thats weed, its just either mutant or doesnt like the soil conditions. I might offer your soil is way to wet for seedlings and it seems like you need better drainage as well.
