It might, trial and error is the only real way to get your grow room going properly. I have no experience with that Co2igniter thing, I use a 20lbs Co2 tank and a regulater on a timer. Cost me $140.00 for the tank at a welding supply store and 180.00 for the regulator, $30.00 every three weeks...
I have my plants inches from my cool tube, I'm not sure how close you could get your plants to an open bulb. Closer the better.
I have my room sealed with Co2 and the cool tubes vent from outside the room straight through and out of the house

I have a 1000w HPS in a cool tube for my flowering room and an open bulb 430w hps for my veg room.
I need to keep my AC unit cranked and running 24/7 just to keep temps under control under the 430w.
If I was doing it again I would go with another cooltube and let my AC kick on only when it...
As long as you do a lot of prep work and and get creative you could have a bad ass grow room down there.
Plus the best part about having a out of the way grow room is you don't have to explain it to friends, family, inlaws, ect....
That video from doob was good, you cant see in the house or through the walls, but you could probably tell if one specific area or room was hotter. The venting wasn't as visible as I thought it would be, I imagined a plume of smoke that could be seen by helicopters for miles
I Added the front wall using the Panda plastic and made the door
with the tarp zippers. I added velcro to the top to make a light
tight seal, i punched a bunch of staples into the velcro on the
crossbeam, it kept unsticking when I pulled the two apart, strong
