I don't think it's stopped growing but possibly you've delayed growth from letting it dry out. Give it a good watering get rid of the run off and give it 3-6 days. You should see growth again

Try this for seedlings and keeping the paper towel wet. After wetting and putting the seeds in the paper towel put it all in a sandwich bag and seal it up
