Soow refers to service cord rated at 600v sjow is service junior cord rated for 300v. Many different types of service cord but perfect for diy builds. I use an 18-6 soow for all my light drops

Yes you should ground any electrical fixture doesnt matter the voltage or voltage type. Especially with mean well drivers they will auto detect a dead short and shut down till the short is cleared. Always always always ground your fixtures
