17" width is a little too narrow for my liking, and with good tents being under $150 I would ago ahead and grab a tent. You could grow in that closet, but might as well have the extra space if you can afford it.

If you aren’t breeding and it’s for personal, pretty much up to you. If it’s your only plant I would cut the sacs and be vigilant looking for more. If not, then I would probably think twice.

Shouldn't be an issue, seeds are legal as they don't contain more than .3% of thc. Much like mushroom spores.
