Maybe? It seems like they still run through some sort of cycle, like you said they appear droopy at times. I'm not sure if this is related to temperature or what, but it does seem like all my plants go through their droopy times around the same perioud.

I've only had one seed not pop on me in peat pellets and it's a million times easier than paper towel stuff. Even at scale it doesn't make much sense to me, peat pellets cost almost nothing and since germination % is so high for me I wouldn't care if I lost 5 or 10 of them on 200 plantings.

Yeah man, they don't really need dark until they're flowering. I ran my veg tent with the door open for months until a buddy hooked me up with a bigger one that would hold all my stuff and allow the door to close.
