Even with soil you will need to use nutes, the soil does has some naturally, but all soil does and your plant will use most if not all of it within a few weeks.

Use the CFL, Make sure it's the right spectrum. And put it close to the plant

CFL bulb? if so put the bulb right next to your plant. Like an inch or two above tops.

Are you growing it by sunlight?

I don't see any reason why it would hurt. It would slow the growth down when they went outside. You'd also have to be somewhat careful with them so you don't stress them out. But that's just from what I know, I'm no expert.
