    Mine are all different sizes but none are fully mature. You can tell when a seeds fully mature if it starts busting out of the calyx while still on your plant.. if you cut off a stem and dry a tester the undeveloped seeds will also burst through due to drying of the plant

    and no not only the tops would be seeded, my buds are big enough for the seeds to be hidden. all the calyxes that are swollen noticeable at the base of the bud have seed It also takes time for seeds to mature so after a while if I leave my bud more seed will come likely all the way up
