you don't need reflectors for cfl's. They are more efficient without reflectors as most of the intensity is generated from the sides of the bulb. Put a reflector on it and you just reduced the intensity of the light by half.

you need perlite in that mix and a 600w hps is way overkill for seedlings. that is the reason you are having issues with the leaves. Use some cfl's or flouresent lights for the first couple weeks until they have a few nodes and bigger leaves to be able to use that intense of a light.
