I would either say some CFL's or some Flourescent tubes. I would recommend the tubes for a larger space. T5's or T8's work greak. About 3 6500k and 1 2700k 30w flourescents should be enough for a pretty big space. and prolly no more than $100.

PC Fans will not work for you application. definatley not. Look at the cfm of some pc fans most are between 20 and 40. I have 40 35cfm pc fans in my 2'6"x1'x3'4" cab and still not doing quite a good enough job. still a little to hot at the top.

The fans will work on either 12v or 5v. A PC power supply supplies 3 different voltages. 12v, 5v, and 3.3v. The lower the voltage supplied to the fan the slower the blades will spin. Which means the slower the blades spin the less CFM moved and hotter your box. I recommend buying a 12v printer...

i noticed these on one of my plants today. i only seen a few. from some research i have done i wanna say they are thrips. should i just kill this plant before it infects the rest. i also have been spraying it with garlic water to try to remove them.

the dosage i gave them is actually the full dose for transition to flower it says on the back of the bottle. i didnt use the full veg dose because of low phosphorus. that does is 2tsp micro 3 tsp gro and 1 tsp bloom.
