I'm pretty sure flowering is induced by darkness not light hours, cutting back the light the 12 hours is to allow 12 hours of darkness for the flowering to begin, i guess there'd be potential at 6/12 but I wouldn't even consider that because now your taking valuable energy from the plant to use...
