How can u make somehting with the least amount of bud to get u high OTHER than firecrackers

Most of my plants's buds are developing rather steadily but 1 plant's cola has not gotten any bigger in i think over a week. The plant looks pretty healthy exept for losing a few of its older leaves and i dont no is this is normal or not. almost 5 weeks of flowering, - 400w hps
