Judging from the fact that theres no burn and you said you've only fed her once. Id suggest starting nutes now. If she gets better we found the problem. If in a week or so she's not better nutes aren't the problem.

Water her every other day. Give her 1/4th strength nutes every other day.. That's enough to feed her and keep your fears of nute burn away.

Does that MG have time release ferts?

200w would be sufficient. Use that with your current CFL's and you should be fine for flowering and vegging.

If they just sprouted don't give them half strength or any strength for that matter.. They should have enough nutrients to get through the first 2 weeks by themself. Then start with 1/4th dosage and work your way up to half, and so on.

If you're using a 17 watt CFL it should be VERY close to the plants.

They look pretty stretched. Move the light closer. Other than that, they look fine.
