A 400W light is best suited for a 3x3 space and a 600 is best suited for 4x4. The 600 not only covers more square footage but it penetrates a canopy better than a 400. Better penetration means you can grow taller plants. If it were me, I'd go with the two 600's.

600 will do. You could fit many small plants in there but I would advise that you grow 6-8 larger plants. Try to keep your plants under 3 feet so your light can penetrate the canopy to the lower fan leaves.

You are. You could be growing with premium soil & nutes with a quality light and he could be growing with shitty nutes and cheap lights. Yours might take a little longer to grow but it will be the superior product in the scenario that I described, assuming you're on top of your shit.
