Those dots should be spider mites. Look very closely under your leafs do you see any bugs?

Yes I'm not trying to hang 600 2 bulb fixtures lol. I went ahead and got 2 4 bulb fix to go along with what I already got 1 6 bulb, 1 4 bulb and 1 2 bulb. I thinks that good enough
