Got some Schultz nutes with an NPK of 10-15-10. Would that be okay used at 1/4 strength?

They are 18 oz party cups and yes, they have drain holes in the bottom. There are visible roots if you look thru the holes, so I guess they're ready for more room. I got some larger plastic pots to put them into for a while, and I already had 2.5 gal buckets ready to use for the end flowering...
