You have algae - use H2O2 (3% would be fine, although higher % is better), and you'll be fine. Relax, throw some in there - your pH will stabilize as well.

Tap water does do that, but not 1.5 swings in a day, that I've ever seen/dealt with. It'll creep a few (.5ish) tenths a day, but the only thing that I know of which will produce 1.5+ swings a day is some nasty fungal matter in the rez.

H2O2. The higher percentage, the better (I use 35%, but 3% from any pharmacy will work). Getting more DO (dissolved oxygen) in your water will help as well - more air pumps are never a bad thing.

Even though I thought my bubblers were totally light-proof, they weren't - that being said, I'm gonna diagnose you as having had algae in there, which could've been remedied with a $2 bottle of H2O2 (3% would work fine, I use 35%) added to your reservoir. Live and learn.
