I used 4 of these exact bulbs last grow, never had this issue. I would say you got your hands on a bad batch my friend. That or I know sometimes if their shipping containers are thrown around alot they will go out fast like this as well.

I have had them pop up on me here and there in the past few years of my growing experiences. I wanna say its like a sack of built up matter of the root system, hope that makes some kind of sense. I always cover it up and roots eventually will start growing off/out of it.
