my buddy gave me a fixture and it has these rock things in each of the cords. They get pretty hot which is my worry. have you ever seen one before and does this one look safe?

So i got this grow fixture free from a buddy the other day and the cord coming from the light has this halfway down. it gets really hot which is my worry. I'm hoping someone has seen one of these before and can give me a little info. thank you.
