That's algae. I've never had a problem with having algae but I always take the top layer of the soil off and put in a new layer. It's because of over-watering mostly. Water sits for too long in the pot with the light hitting it. Always let the soil dry before you feed it again!
I read on the manufacturers recommendations the lights should be in a temperature of 75 and below to have 100% power from the lights. Anything higher reduces the amount of light emmitted from each diode. I don't know if this is an actual fact or fiction.

Sometimes, more plants is worst. Ask anyone who's had to deal with mold or mildew. Have as much surface area of soil as you can, and put 4 2 gallon pots in. You'll thank yourself later.
