Once you strike a HID lamp, it needs to cool before it will re-strike. This might be why you had to plug it in multiple times (while the lamp cooled).
Is the timer an Apollo? :(
I hardly think the ballast is problematic.
You need an off delay timer integrated into your lighting controller on the contactor coil circuit. This can keep lights off for a preset interval starting from the time power goes off.
Do you have flying "gnats"?
Set a sticky trap and examine to look for the "dual exhaust" nubs.
If it's aphids it's an uphill battle.

Butane being non polar, will extract fats, lipids and plant waxes that have no psychoactive effects. Being non polar it leaves the green behind.
Winterizing with a polar solvent will polish the finest BHO.
Wiring of the capacitor depends on HPS ballast type. Consult manufacturer recommendation.
High reactance autotransformer ballasts are wired differently than a linear reactor ballast.
Schematics should be available based on transformer part number.
