just because you have mylar on the walls doesn't mean you can't lower the hps if the plants don't burn. your plants look quite bushy so light may not penetrate to the lower leaves, in which case they will just die off naturally. if growth at the top is looking good i wouldn't worry.

you won't see much until after at least a week or two imo. can you get the hps lower without burning the plants?

how long you been in flower? are you using cfls? maybe light leak on the 12 off period.

i would probably guess that if it's the lower leaves only, they aren't getting enough light. are you in veg stage or flower?
