If you're running at a lower voltage than the maximum of the driver, it will supply more than the 700mA you may have used in your power calculation. Also remember the driver losses.

When the plants get bigger the temperature will drop due to increased evaporation. My cooling strategy is to keep a large plant mass that can keep itself cool.

The bubble hash you have probably contains some plant solids. The e-cig will readily deliver this plant matter as an aerosol to the inside of the lungs which may not be pleasant or healthy. So the hash might need an extra filtration first.
Don't know much about dabbing (only dabbed some scissor hash). But I do know that the resin and glycerin don't mix very well. Adding some glycerin will not dilute the resin and make it more fluid, instead the two will stay separate. It is possible to dissolve the resin in a few times more...
