With CFLs you can put the plants as close to the light as you want as long as they don't touch each other.
With a 1,000 watt HPS, you need a couple of feet between the plants and the light, and a fan blowing over the canopy wouldn't be a bad idea either.

That is not true. I have cured infestations outdoors with neem oil. Yes it takes a while, and you have to keep at it for a while, but it WILL work if you do it right.
Looks like you burned it to me too. But the plants are not dead. Don't remove any foliage, even if it is nearly dead. Just give plain water until the top starts to perk back up, then start at 1/2 strength nutes and work your way up little by little till you are back to full strength.

You dont have to use Dolomite lime. You can use any brand of horticultural lime as long as it is pulverized. The bag will have specific instructions on how much to mix in to 1 square foot of soil, and how much that will affect the PH. Personally I just mix in one Tbsp per gallon of water each...
