Depends on how hot your lights are. Get 'em as close as possible without nuking your plants. And the longest I can remember was like 20 weeks or some craziness... but that was outdoors and I planted it in April...

If it was bagseed, just because it came out of the same bag doesn't mean it's necessarily the same strain. Outdoor crops get thrown together, and two buds in the same bag can be from different plants. Just saying don't always trust the bag.

I mean 350w of LED isn't going to do much if it's 6-feet away from your plants. You haven't given us much info to go off of so we are fishing for information to see why it's taking so long.
