dude don't spray them that could cause you bud rot or something if you are 70 days in flower that's 10 weeks most breeders only recommend 8 to 9 weeks flower flush them for a week and harvest.
you're probably going to need to transplant that into a bigger plant pot before you switch to 12/12 and allow it a week to recover from the transplant before you switch. if you don't transplant it before switching to 12/12 then it will be stuck in that plant pot until the end of flower
it's perfectly healthy, the reason why the growth is slow on top is because it's growing below the soil. the roots are growing. you have a really healthy plant there man. keep doing what you do :D

the light needs to be closer if you have one. prop it up with some tooth picks if it's flopping over. and give it a feed. weak nutrients don't use too much.
