I dont think any strains keep the forsty look they have when you first harvest, although colder temps help with thc production but you risk slower growth, so in the respect it boils down to wether you prefer quality over quantity.

Yes ive always favoured 600 hps.. they are a little more expensive to run but there an excellent light and heat source.. where i grow it gets very cold this time of year so 3 x 600 w help me keep optimal temps, and you cant put a price on quality smoke lol
