There is a wide range of opinions on this question. If you're growing outdoor and don't live in a humid environment then probably never is the best time to trim fan leaves and defoliate. I don't grow indoors, so someone else could answer your question much more accurately if you are growing indoor.

It definitely works, if you live in an area where bud rot is an issue then you may want to go with a greater number of smaller buds as opposed to larger buds. Bigger buds are more prone to bud rot, and when you get bud rot on a small bud it's not as big of an issue, you just snip off that bud...
