All trailers here must have a plate to tie it to its owner - and these mobile radar units take pictures of that plate to issue fines.

So a wise guy took the plate off the photo radar trailer and mounted it on their vehicle and went flying down the road at break neck speed. The result was that the trailer gave itself a speeding ticket while it was stationary.
