Transplanting

Hey just was wondering first time should I transplant once into a 5 gallon pot or should do it twice and move up to the 5 gallon just not sure and also how long is the average time for veg

What size container is your plant in now?
How old is the plant?
What is your medium?
Average veg time for me is 3-4 weeks.

If that's 21 days old you have a problem.
Not sure if it's your light or the medium, or lack of oxygen to the roots.
You're not even close to transplanting yet.
Also, cover that cup with tape or place it in another cup where light can't get to the roots.
Wait until the plant is this size before attempting to transplant.
These seedlings are 2 weeks from seed for a comparison.

Common practice would be a couple of transplants. Maybe from the cup to a 1 gallon pot and then a 5 gallon pot. If you have a good root ball you could skip the intermediate transplant. Something about transplanting seems to stimulate growth if it's done right. Do it wrong and you will stunt it.
When the foliage spreads out past the pot is usually a sign it's ready, that and a healthy rootball. I like to start in a clear cup inside of a red cup. Then you can pull it out and see how the roots are developing.
If the plant is growing well it usually takes only a week before it's ready for the last transplant.
Your plant looks pretty healthy albeit a little slow growing. Wait a bit more before you transplant. I can sort of see some decent roots near the bottom.Looks like it's getting ready to really start growing. Good luck and happy growing.

Seedlings need heat. Slow growth can often be the cause of low temps! 21 days like mick said you should be triple that size.
