I'm sorry did you say they choose to sign a bill thus making it law, then say they have very little to do with the passing of a budget? Good choice going with one paragraph there for your two sentences. Although, I didnt think that much fail could be placed into one paragraph.budgets are structural, and presidents don't pass budgets. they sign or veto what they get from congress. their influence is limited to the bully pulpit.

i noticed how you didn't address how budgets are structural, and thus inherited.
if i give my neighbor my house with all the same lights and plants as i have now, his budget for nutes and soil and water and electric will be about the same as mine is now. if he makes up his own tighter budget ignoring the structure in place, either plants will die or lights will turn off or bugs will invade because he cut neem out.
since america 2008 and america 2009 are basically the same structure, the budget can't go down to zero willy nilly without plants dying (people starving because no more food stamps) or lights turning off (this one stays the same) or bugs invading (infrastructure crumbling).
and although the president may be able to present a budget and has a veto stamp, it is ultimately congress that decides and the president who settles for the best budget he can get. the president doesn't get to write the budget itself.

besides, it's unwise to exercise overly contractionary policy during the rebound from a recession, even mitt romney said so. the budget is shrinking under obama as fast as it is wise to make it shrink.
