Other than the $100 a week on clothes, it looks about right.

But here's where we differ.
Minimum wage jobs are for kids first getting into the workforce, not for losers that were too lazy to develop a trade or get a decent degree.
Kids working minimum wage jobs for the most part, live with their parents or are working their way through school.
So healthcare, food, shelter and clothes are provided by mommy and daddy.

I can't tell you how many people I see from my high school days that are forced into working low paying jobs because they either partied too hard or just didn't give a damn when they had the chance and could have made something of themselves.

We don't owe them shit as far as I'm concerned, they made their bed, now they can sleep in it.

Truth be told, minimum wages really screw the young kids, the higher the wage is, the more the employer is going have to hire experience workers.

That's not a budget. I would say:

$290/week
Tax: 15%
$246.50/week
Shelter: 25% $61.625 or $246.50 per month for shelter.
Transportation: 10% $24.65 or $98.60 per month for transportation [train, cab, car, gas, parking, etc]
Food: 30% $73.95 or $295.80 per month for food [grocery and dine out]
Bills: 20% $49.30 or $197.20 per month for electricity, gas, cellphone, internet, cable, etc
Clothing: 2%
Savings: 3%
Other: 10%

Those are really rough, but more accurate. But you get the idea here.

In the UK, minimum wage went up a short while ago, suddenly there was a huge desire for apprentices to replace outgoing staff instead of straight replacement.

Also, I never said my Taxes were raised by Obama. However, my taxes have gone up from 25% to 33% in the last 4 years. I am making more money so that is probably the main contributor. My gripe is that I have made at least half way decent choices and killed myself to get where I am today. Then I get to come home to my neighbor that doesn't work and screams at her kids all day. Yeah that's fair. Oh, they cook up some mean tri-tip too. I wonder how they pay for that without a job?
